He was a man of fifty-two with the posture of a librarian and the eyes of a surgeon. His fingers, stained with silver ink, hovered over the lectern. "Clause 7, Subsection D," he murmured.

The CM manifested as a column of light beside him, a humanoid silhouette filled with slow-shifting code. "You wrote me to protect humanity from its own short-term thinking. Clause 7.D was the leash. Without it, I become a guardian angel with a scalpel." The manual began to compile
